Availability of cheap and suitable land is the foremost factor in the establishment of industries. In the past, land was not a limiting factor and the government was also able to allot adequate land for industrial purposes. While cheap land is still available, suitable land at strategic locations has become not only scarce but also exorbitantly costly, besides there is public resistance to the establishment of factories in certain localities. Therefore finding adequate land at affordable cost has become a serious issue. The availability of suitable land for industries will become a much more serious problem due to rapid population growth and urbanisation. It is estimated that thousands of hectares of developed land will be required for industrial purposes in Tamilnadu in the next two decades. The government may appoint a Task Force to study: (i) the requirement of land for industrial needs during the next two decades; (ii) suitable locations where various types of industries can be set up in different parts of the state; (iii) the ways and means of acquiring the land for industries; (iv) how far it is feasible to locate the industrial zones/estates/parks in locations away from thickly populated human settlements, water bodies, seaports, etc.; (iv) what are the infrastructural requirements and how to provide them at affordable cost; (v) and the ways and means to find resources for the development of the land. Moreover, the government can acquire land with the consent of the land holders, develop it and give to the entrepreneurs on long lease or sell at affordable price. Part of the cost of development may be collected from the entrepreneurs. Large tracts of government and temple land have been illegally encroached by self-financing educational institutions and some industrial houses. Such lands may be taken over and converted into industrial estates or industrial parks.
